C.1 Feasibility: Fit for monitoring
The indicators are very robust and in case of the employment rate already in use. The female employment rate is fit for bioeconomy monitoring (methodologically sound, reliable).
Monitoring the size of the bioeconomy begins with identifying sectors and industries that rely entirely or partially on the processing and use of biomass. This selection may change over time if increasing amounts of fossil resources are substituted with bio-based ones. The sectoral bio-based shares applied to sectoral data on value added or employment must be identical. Statistical classifications should be further developed and updated in regular intervals to differentiate bio-based and fossil-based sectors and products.
